When Deceiver's reflexive trigger copies Zilean, Time Mage, the two Reflection tokens resolve and become copies of Zilean. However, there is no subsequent 'play token' game action for Zilean's replacement effect to apply to, so no further tokens are produced and the loop does not repeat.
