In Riftbound, 'can't' beats 'can.' Perched Grimwyrm's restriction (can't be played except to a battlefield conquered this turn) is a prohibition that Dragon Roost's permission to play a dragon there cannot overcome. A token's cost is 0 because it has no need for one, not because the information is missing.
