If Counter Strike (or any prevent effect) completely prevents Elder Dragon's 1 damage to a unit, that damage is never dealt per rule 437.2.a. Draven, Vanquisher reads 'When I attack or defend, you may pay [C]. Elder Dragon's passive ('Any amount of your damage is enough to kill enemy units') alters the lethal damage threshold for units with damage marked by Elder Dragon's controller to any non-zero amount.
